Tiếp cận công tác bảo tồn di sản văn hoá thị trấn cổ Vigan qua các văn bản pháp lệnh của chính quyền sở tại

Những di sản văn hoá, các di tích lịch sử của nhân loại đang đứng trước nguy cơ biến mất dần. Không chỉ vậy, việc bảo tồn các di sản hiện nay cũng đứng trước những thách thức rất lớn từ tự nhiên và cả con người. Nhận thức được tầm quan trọng của các di sản văn hóa và các di tích lịch sử đối với việc giáo dục thế hệ trẻ; trong công tác bảo tồn, rất nhiều quốc gia đã và đang đưa ra những chính sách đúng đắn với các hành động khoa học và thiết thực nhằm trùng tu và bảo tồn thành tựu chung của văn minh nhân loại tại chính đất nước sở tại. Bài viết tiếp cận trường hợp Phillipines ở một số vấn đề liên quan đến công tác bảo tồn và trùng tu di sản thị trấn cổ Vigan qua nguồn tư liệu gốc là các văn bản pháp lệnh của chính quyền Thành phố Vigan công bố nhằm mang lại thêm một trường hợp tham khảo cho việc bảo tồn di sản văn hóa từ một nước trong khu vực Đông Nam Á.
Abstract
Cultural heritages, historical relics of mankind are in danger of disappearing. Furthermore, the conservation of the current heritage nowadays also faces great challenges from nature and humans. Recognizing the importance of cultural and historical heritages to the education; In the field of conservation, many countries have been making policies with practical and scientific actions to restore and conserve the common achievements of human civilization in their own countries. The article approaches the case of the Philippines in a number of issues related to the work conservation and restoration of the heritage of Vigan’s historical town through the original source documents which are ordinances announced by the Vigan City Government. It is also a case study for the conservation of cultural heritage from a regional country in South East Asia.
