Tổng quan cơ sở khoa học cho phát triển nông thôn bền vững ở Việt Nam

Chương trình mục tiêu quốc gia xây dựng nông thôn mới đang được triển khai rộng rãi khắp cả nước. Tuy nhiên, cần thiết phải xác định cơ sở khoa học về phát triển nông thôn bền vững để xây dựng khung phân tích cho xây dựng nông thôn mới ở Việt Nam. Bài viết nhằm mục đích tổng quan lý thuyết và kinh nghiệm thế giới để xây dựng khung phân tích phát triển nông thôn bền vững cho Việt Nam. Kết quả khảo lược cho thấy phát triển nông thôn bền vững dựa trên bốn cột trụ kinh tế, xã hội – văn hóa, môi trường và thể chế, vừa là động lực vừa là nội dung của phát triển nông thôn bền vững. Phát triển nông thôn luôn mang tính động, tính phức tạp và dài hạn. Muốn phát triển nông thôn bền vững, cần tiếp cận phát triển theo vùng và tiếp cận từ dưới lên, lấy cộng đồng cư dân nông thôn làm chủ tiến trình phát triển, kết hợp với sự chỉ đạo của Nhà nước, chú trọng đa dạng hóa và hài hòa nguồn lực, phát triển kinh tế nông thôn, tăng thu nhập cư dân, duy trì bản sắc văn hóa, xã hội và môi trường nông thôn. Bài báo đã đề xuất khung phân tích ứng dụng để định hướng cách tiếp cận, nội dung, phương thức và nguồn lực cho phát triển nông thôn bền vững ở Việt Nam.
