Người dân đô thị Cần Thơ nhận thức như thế nào về rủi ro ngập lụt và các yếu tố tác động?

Nhận thức rủi ro ngập lụt đóng vai trò then chốt trong việc hình thành động lực và hành vi ứng phó của người dân, đồng thời là cơ sở quan trọng cho hoạch định các chiến lược quản trị rủi ro hiệu quả. Nghiên cứu này nhằm đánh giá mức độ nhận thức rủi ro ngập lụt của cộng đồng cư dân đô thị tại thành phố Cần Thơ và xác định các yếu tố ảnh hưởng chính. Dữ liệu được thu thập từ 392 đại diện hộ gia đình tại hai quận Bình Thủy và Ninh Kiều (trước ngày 01/07/2025) thông qua bảng hỏi bán cấu trúc. Phân tích dữ liệu bao gồm xây dựng chỉ số nhận thức rủi ro tổng hợp (Flood Risk Perception Index - FRPI) và kiểm định thống kê mô tả. Kết quả cho thấy mức độ nhận thức rủi ro ngập lụt của người dân ở mức trung bình (FRPI = 0.53 ± 0.13), với bốn yếu tố cấu thành gồm: (1) khả năng ngập lụt, (2) mức độ lo lắng, (3) mức thiệt hại, và (4) sự tự tin trong khả năng ứng phó. Nhận thức rủi ro chịu ảnh hưởng đáng kể bởi giới tính, độ tuổi, trình độ học vấn, thu nhập, loại hình nhà ở, khu vực cư trú, thời gian sinh sống, mức độ lo lắng về ngập lụt, và niềm tin vào hiệu quả các công trình chống ngập của nhà nước. Nghiên cứu khẳng định vai trò trung tâm của nhận thức rủi ro như một nền tảng cho các biện pháp ứng phó linh hoạt và bổ trợ cho các giải pháp kỹ thuật trong quản trị rủi ro đô thị.
