Biến đổi khí hậu, vấn đề cấp bách toàn cầu, đang thách thức khả năng phục hồi của cư dân tại các siêu đô thị. Thành phố Hồ Chí Minh (TP.HCM), Việt Nam là một trong 10 thành phố trên thế giới bị ảnh hưởng nhiều nhất bởi biến đổi khí hậu. Việc đo lường đúng khả năng phục hồi là chìa khoá để thiết kế và xây dựng các chính sách can thiệp phù hợp, hướng đến sự phát triển bền vững của siêu đô thị. Nghiên cứu này được thực hiện để lượng hoá khả năng phục hồi của người dân đô thị tại TP.HCM. Đóng góp của nghiên cứu này là bổ sung các hạn chế của nghiên cứu trước đây bằng cách áp dụng phương pháp PLS-SEM, một kỹ thuật thuộc thế hệ 2, để xây dựng mô hình đo lường khả năng phục hồi của cư dân đô thị ở TP.HCM, sử dụng bộ dữ liệu khảo sát 300 hộ gia đình thông qua chiến lược chọn mẫu phân tầng. Kết quả nghiên cứu cho thấy mô hình đo lường khả năng phục hồi dựa trên sự hiệu chỉnh thang đo thích ứng và khả năng phục hồi sau thảm họa (DARS) được cấu thành bởi 04 chiều với thứ tự ưu tiên (trọng số) như sau: Khả năng giải quyết vấn đề (0.363), Nguồn lực vật chất (0.331), Nguồn lực xã hội (0.314) và Lạc quan (0.240). Đây là cơ sở khoa học cho những khuyến nghị chính sách cụ thể nhằm nâng cao khả năng phục hồi của cư dân TP.HCM, từ việc đào tạo kỹ năng giải quyết vấn đề đến đầu tư vào hạ tầng bền vững, thúc đẩy sự gắn kết cộng đồng, đến khuyến khích tinh thần lạc quan.Tải xuống
