Beyond aggregate GDP: Sectoral and spatial heterogeneity in the economic effects of the Lao-China Railway

This study examines sectoral and spatial heterogeneity in the economic impacts of the Lao-China Railway, a standard-gauge high-speed railway opened in December 2021. Using a panel dataset of 18 provinces from 2015 to 2025, we employ a Difference-in-Differences (DiD) framework with province and year fixed effects and cluster-robust standard errors. The analysis includes baseline sectoral DiD models, tourist province heterogeneity tests, and spatial spillover analysis. The results suggest no statistically significant direct effect of railway access on agricultural or industrial GDP at the provincial level. However, the analysis reveals a positive association between railway access and service sector GDP in tourist provinces, with an estimated effect of approximately 241 percent over the study period. This large magnitude should be interpreted with caution, as it may reflect post-Covid recovery, sectoral reallocation, or other concurrent factors. While the evidence is suggestive rather than definitive, the pattern of results is consistent with the hypothesis that railway benefits concentrate in service-oriented tourist destinations. No significant spatial spillovers to neighboring provinces are detected. The findings suggest that complementary investments in tourism infrastructure may amplify railway benefits. Future research with longer time horizons and more precise data is needed to establish causality more firmly.
