Ho Chi Minh City Open University Journal of Science (HCMCOUJS) is an international, peer-reviewed, open-access scholarly journal established in 2006. Through continuous development and expansion, HCMCOUJS has evolved into an interdisciplinary scholarly publishing platform comprising multiple specialized journals across diverse academic disciplines, with the mission of advancing scientific knowledge and fostering innovation to address contemporary societal challenges.
The Journal publishes high-quality original research that makes significant contributions to theory development, methodological innovation, empirical evidence generation, and the formulation of practical and policy-oriented solutions for sustainable development. In particular, HCMCOUJS encourages interdisciplinary research integrating economics, social sciences, engineering, and technology to address complex issues related to digital transformation, innovation, governance, human development, resilience, and sustainable development.
HCMCOUJS particularly welcomes manuscripts that provide new insights into emerging issues affecting Vietnam, ASEAN, and other transitional or emerging economies and societies; advance interdisciplinary research methodologies; or generate evidence with meaningful implications for research, professional practice, and public policy. Submitted manuscripts are expected to advance the state of the art within their respective fields and demonstrate the potential to generate academic, professional, and societal impact.

Out of Scope
The Journal generally does not consider manuscripts that:
- fall outside the disciplinary scope of the Journal as defined above;
- do not conform to the article types accepted by the Journal;
- are primarily descriptive without demonstrating meaningful scholarly contribution or scientific novelty;
- present consultancy reports or project-based applications that lack broader scientific significance or generalizability;
- fail to employ a clearly articulated, rigorous, and appropriate research methodology;
- provide limited scientific, practical, or policy relevance beyond a narrowly defined local or institutional context.
